Mandate and operations
The security environment in which the United Nations operates remains highly complex and unpredictable – conflicts are multiplying and intensifying, internal displacements including unprecedented levels of climate induced migration are increasing, the non-state armed groups are expanding their scope and capabilities by exploiting unaddressed grievances, and the disregard of international humanitarian law by actors in places where the United Nations is called to deliver its mandates is growing. The demand for security and specialized services is at an all-time high and calls for expanded partnership opportunities to enable the UN system to carry out its programmes whilst keeping personnel safe in these increasingly complex and challenging operating environments.
Standby Partnerships programme
In 2023, recognising the need for complementary capacity and resources to deliver at scale, the Department launched a Standby Partnership Programme (SBP) and joined the Standby Partnership Network. Managed by the newly established Emergency Response Team (ERT) – a critical component of the Department’s crisis management and response – the SBP Programme provides additional capacities and expertise that support rapid, tailored, and effective scale-up of UN operations, including a better enabling environment for humanitarian aid delivery during escalating or sudden onset emergencies.
