Dutch Surge Support (DSS)

Mandate

 

All over the world Dutch water experts are involved in water related projects. This expertise can be deployed during water- related emergencies as well. In order to facilitate this, DSS Water was established early 2015 as an initiative of the Dutch Ministry of Foreign Affairs, the Netherlands Enterprise and Development Agency, the Netherlands Red Cross and the Netherlands Water Partnership.


In early 2020, the DSS programme was expanded with a Mental Health and Psychosocial Support (MHPSS) component, in response to the growing need for psychosocial support during emergencies and in humanitarian settings. This new component was an initiative of the Dutch Ministry of Foreign Affairs, implemented by the Netherlands Enterprise and Development Agency, in cooperation with the Inter-Agency Standing Committee Reference Group on MHPSS.

Involvement with SBP

 

DSS Water and MHPSS provide surge support in emergencies and contribute to saving lives and alleviating suffering of vulnerable people by enabling international humanitarian aid organisations and their members to mobilise relevant experts on MHPSS and water management, WASH, and other fields of expertise that might be required by WASH Teams or Clusters for improved response during and immediately after a disaster. In order to facilitate the deployments, DSS manages a roster of experts in the fields of MHPSS and WASH.


DSS Water/DSS MHPSS have been contributing and engaging with the SBP Network in the following ways:


  1. Participation and active engagement in at least one of the existing Working Groups.

  2. Participation and engagement at the Annual Consultation and Mid-Annual Consultation.
